Oversight Is Not Supervision

Part of Clinical Project Management (PM) Training: Site Oversight Without Doing Their Job.

The line you are standing on

The investigator is responsible for the conduct of the trial at the site. The sponsor is responsible for oversight of the trial as a whole. Those are different duties and the distinction is not academic.

Oversight means knowing whether the site is doing the work correctly and acting when it is not. It does not mean doing the work, and it does not mean directing clinical care.

Where project managers cross the line

Telling a site how to interpret an eligibility criterion is a medical decision. Answering it yourself instead of routing it to the medical monitor puts a project judgment into a clinical record.

Pressuring a site to enroll faster is a recruitment intervention that can become a consent problem, if the pressure reaches the point where a participant is approached who should not have been.

Deciding a deviation does not need reporting is not yours either. The protocol and the sponsor's procedures decide that.

What genuine oversight looks like

It is evidence-based and it is written down. Metrics reviewed on a schedule. Monitoring reports read, not filed. Findings tracked to closure with dates. Escalation when a site does not respond.

An inspector does not ask whether you oversaw the sites. They ask to see what you did when site 114 missed three consecutive data entry deadlines.

The useful question

When a site asks you something, ask yourself whether the answer is about the plan or about a participant. Plan questions are yours. Participant questions belong to the investigator, and clinical interpretation belongs to the medical monitor. Routing correctly is itself part of oversight.
